High-net-worth (HNW) wealth planning is the process of putting a family's assets, immigration status, tax residence and succession wishes on one map, and then giving each financial tool a clearly defined job. It differs from buying investment products: the starting point is the family's facts and obligations, and products come last. This page is the English summary of hnw.sg, a Chinese-language knowledge site on frameworks and boundaries. It does not recommend products or institutions.

What "high net worth" means in Singapore

There is no single statutory definition. Two measures are used side by side, and they answer different questions.

Dimension Legal measure: Accredited Investor (AI) Industry measure: research reports
Source Securities and Futures Act 2001, s 4A Capgemini, UBS and similar research
Test Net personal assets above S$2 million, or net financial assets above S$1 million, or income of at least S$300,000 in the preceding 12 months Investable assets of US$1 million or more (Capgemini)
Primary residence Counted net of secured loans, capped at S$1 million Excluded
Effect Determines which products and protections apply Describes population size only; no legal effect

Meeting the AI test does not make you an AI automatically. Since 8 January 2019, investors must expressly opt in with each financial institution, and institutions must still assess whether a product is suitable (MAS, 2025-02-05). Opting in means giving up some retail-investor protections, so it deserves a deliberate decision. Capgemini's World Wealth Report 2026 counts about 25.3 million HNWIs worldwide holding US$98.3 trillion in 2025 (published 2026-06-04); these are research estimates, not regulatory data.

Why families look at Singapore, and the limits

Families usually cite four groups of reasons, each of which can be checked against official sources.

  1. Tax rules for individuals. Gains from selling property, shares and financial instruments are generally not taxable unless IRAS treats them as trading (IRAS, updated 2026-02-27). Estate duty was removed for deaths on or after 15 February 2008. The top resident income-tax rate is 24% on chargeable income above S$1 million from YA 2024 (IRAS, updated 2026-04-27).
  2. Financial ecosystem. Assets under management grew 10% to S$6.7 trillion in 2025, with 76% sourced from outside Singapore (MAS Asset Management Survey 2025). More than 2,000 single family offices received tax incentives as at end-December 2025 (MAS written reply, 2026-08-05).
  3. Fund and family-office infrastructure. The Variable Capital Company (VCC) framework had 1,406 VCCs and 3,443 sub-funds as at 31 December 2025 (MAS).
  4. Rule of law and regulatory supervision of banks, insurers, trust companies and fund managers by MAS.

The limits matter as much. Foreigners pay 60% Additional Buyer's Stamp Duty on any residential property (IRAS). Anti-money-laundering checks have tightened since the 2023 case and the inter-ministerial committee report of 4 October 2024, so source-of-wealth documentation is now routine. "Low tax" is not the same as "no tax": whether you owe tax, and where, depends on your tax residence and the nature of each income stream. Historical market data does not indicate future results.

A four-task allocation framework

hnw.sg uses an analytical framework (not a regulatory classification) that assigns every pool of money one of four tasks before any tool is chosen.

Task Purpose Typical horizon Liquidity need Key question
Operating and liquidity Keep the business running: inventory, payroll, taxes, supplier payments 0–12 months Very high Can we pay without forced selling?
Safety Keep household cash flow going: living, education, medical and emergency costs For example, 6–24 months of spending, sized per family High How long can the family cope if income stops?
Growth Beat inflation and reduce single-market concentration 5 years and longer Medium to low How much volatility can we bear?
Legacy Keep rights and money flowing through incapacity, death or a generational handover 10 years and longer, or lifetime Low, but cash is needed at once when an event occurs Who receives what, and under which rules?

Horizons and proportions differ by family; the table shows the logic only. Questions of who decides on our behalf if we lose capacity belong to the lasting power of attorney, covered on the main site's succession page.

Before allocating, families map five pictures with one consistent set of facts: business, shareholding, cash flow, tax and family. Concentration in a single company, market or currency is the most common blind spot among business owners. MoneySense recommends regular reviews and rebalancing in line with life stage.

Five tool families and what each does

Tool Legal relationship Main role What it does not do
Life insurance Contract with a licensed insurer Cash payout on death or other insured events; liquidity for estates Non-guaranteed elements are not assured; policy values are reported under CRS
Private bank Contract with a licensed bank Custody, investment advice, discretionary mandates, Lombard lending Leverage magnifies losses; margin calls are possible
Trust Settlor transfers assets to a trustee for beneficiaries Separates legal ownership from benefit; long-term rules (perpetuity period of 100 years) Asset separation depends on how and when it is set up; not a reporting shield
Single family office Entity managing one family's money only Centralised investment and governance Tax incentives carry ongoing conditions; notification to MAS is not approval
Fund / VCC Collective investment vehicle Pooling and segregating portfolios Requires licensed managers and service providers

From 15 June 2026, qualifying single family offices fall under a revised licensing-exemption framework: they must notify MAS, keep an account with a MAS-licensed bank and file a short annual return (MAS, 2026-06-11). Detailed solution design for each tool sits on the sister site hnwsolution.com.sg.

Residency, tax residence and CRS are separate questions

An Employment Pass, ONE Pass or permanent residence determines whether you may live and work in Singapore. Tax residence is decided by IRAS on facts: a foreigner is generally resident after staying or working in Singapore for 183 days or more in the previous calendar year, among other tests. The Global Investor Programme offers three investment options, from S$10 million into a business to establishing a family office with at least S$200 million in assets, takes about 12 months to process, and EDB states that meeting the criteria is no guarantee of approval (Factsheet, 2025-05-05).

Under the Common Reporting Standard, financial institutions report account balances and income to the tax authority of the jurisdiction you certify as your tax residence. Singapore has exchanged information since September 2018; the Amended CRS applies from 1 January 2027, with exchanges expected from 2028 (IRAS, updated 2026-09-09). Trusts and companies are looked through to their controlling persons. CRS creates no tax by itself, but a mainland Chinese tax resident, for example, must still declare foreign income at home. Seek advice in each jurisdiction where you are tax resident.

Succession and family governance

Succession planning answers three questions: who receives assets after death, who decides if you lose mental capacity, and who enforces the rules for later generations. In Singapore, a will must be made in writing by a testator aged 21 or above and signed before two witnesses; a gift to a witness or the witness's spouse may be void. Without a will, the Intestate Succession Act applies (it does not apply to Muslims). A Lasting Power of Attorney appoints decision-makers for incapacity. Insurance trust nominations can name only a spouse and/or children and cannot be changed unilaterally (LIA, 2026-03), and CPF savings follow CPF nominations rather than the will. Family charters and councils help with governance, but their key rules need to be written into trust deeds, shareholder agreements or constitutions to be binding.

Who this site serves and where to go next

hnw.sg is written for business owners, cross-border families from mainland China and Hong Kong, newly relocated residents and the advisers who work with them. It explains frameworks and boundaries; it does not give product recommendations, promise returns, approvals or tax outcomes, and it is not a bank, insurer or trust company. For structured solutions, see hnwsolution.com.sg; for relocation steps, see hnwi.sg. If you would like your own situation reviewed, please use the contact options on this site.
